The project implementation has been launched at the
12th Tisza Group Meeting held in Budapest, Hungary -
April 9, 2009
The main project objective:
To mitigate consequences of floods
through achieving consistent and holistic
management of flood risk in Bodrog River
catchment countries (HU-SK-UA) by creating
partnerships at national and local levels.

Baseline situation
The Bodrog River Basin area -11552km², sharedbyfour
countries (Slovakia, Ukraine , Hungary and Poland (only 0,3 km² )
Problems
·
reduced area of natural floodplain, declining biodiversity
·
water quality affected by point and dif use sources of pol ution
(agriculture, chemical production , urban ef luents)
·
insuf icient water management regarding flood prevention and
protection
·
missing harmonization of national strategies on flood management and
flood prevention within Bodrog River Basin

1. Formulation of the "Strategy for mitigation
of floods for Bodrog River Basin countries".
Common approach based on the Tisza river basin action flood protection plans
·
National plans developed coordination
Flood risk management aims to reduce the likelihood and/or the impact of floods
incorporating the fol owing elements:
·
Prevention: preventing damage caused by floods by avoiding construction of houses
and industries in present and future flood-prone areas; by adapting future
developments to the risk of flooding; and by promoting appropriate land-use,
agricultural and forestry practices;
·
Protection: taking measures, both structural and non-structural, to reduce the
likelihood of floods and/or the impact of floods in a specific location;
·
Preparedness: informing the population about flood risks and what to do in the event
of a flood;
·
Emergency response: developing emergency response plans in the case of a flood;
·
Recovery and lessons learned: returning to normal conditions as soon as possible and
mitigating both the social and economic impacts on the af ected population.

2. Improvement of conditions of original floodplains
and wetlands af ected by current land uses and
environmental y inappropriate flood protection
measures
Demonstration sites:
·Slovakia - demonstration site is located in Senné depression.
Intervention wil supply the former floodplains and/or wetlands
by water during flood events and thus wil improve natural
wetland habitats (reconstruction of existing floodgates).
·Wil ingness of farmers to cooperate is not yet confirmed
·Next steps reconstruction of flood gate located in the upstream
·Technical project developed and procurement process finished
·Continuation of negotiation with farmers

Demonstration sites:
In Hungary is to improve the water supply to Tokaj-Bodrog corner
Landscape-protection District to improve the living conditions of
the protected plants and birds in the region. Site in HU is in the
main floodplain area with national protected area in its close
vicinity

Pilot demonstration site in Hungary the Bodrog
River - Viss-Oxbow area
To build a new wooden board sluice at the 0+300 rkm
of the oxbow to retain flood water of Bodrog and thus
preventing the full emptying of the oxbow

The Strategy wil be based on :
·an integrated land and water management principles,
·improving the cross-border cooperation in flood prevention, with a view
to giving "rivers more space"
·requirements of the WFD regarding achievements of environmental
objectives, Directive on Assessment and Management of flood risks
·measures:
- to reduce possible adverse ef ects of floods on infrastructure
necessary for sanitation and contaminated sites located in flood-
prone areas, especial y in case of contamination by hazardous
substances.

Implementation of proposed demonstration projects:
help to answer questions regarding ef ective implementation Basin
Management Plan :
- improve natural wetland habitats (simple technical solution,
financial y feasible can be done in very short period of time - within
12 months)
- mitigation of floods
pilot demonstration activities wil serve as examples for the implementation
of new approaches in other river basins
involvement of municipalities, river basin organizations, NGOs, farmers, and
urban planning authorities
